Fuel security and resilience

Summary of a 2026 submission on fuel security and resilience: the strategic reserve, stockholding, and refinery retention. The submission document is not published.

Stockholding buys time during a disruption. Only domestic production reduces import dependence. The submission asks that planning assume diesel and jet demand may stay high, that the reserve prefer domestically produced renewable diesel and sustainable aviation fuel where the fuel meets storage standards, and that refining support be open to low-carbon fuel plants rather than only to sites that still make petrol, diesel, and jet from crude. It notes that a proposed minimum-margin payment for fossil refiners is a revenue floor, and that the cleaner-fuels mechanism withholds the same instrument from the renewable fuel the security paper says it needs.

This is a summary. It is not the submission.
